Employment Requirements For Hiring Foreign Domestic Helpers (FDH)

To employ a Foreign Domestic Helper (FDH), the employer must demonstrate a minimum monthly household income of HK$15,000 or possess assets of equivalent value to support the FDH’s employment throughout the contractual period.  


Required Supporting Documents:

  1. Latest 6 months of income proof; 
  2. Copy of the most recent Tax Demand Note; and/or  
  3. Financial proof demonstrating sufficient means to sustain the employment for the duration of the contract. 
  4. Copy of Hong Kong Identity Card (HKID) (If currently applying for an HKID, provide a copy of passport and valid employment visa instead.)
  5. Proof of  Residential Address (ex. utility bills, tax, tenancy agreement).  
  6. For public housing residents: Proof of residence issued by the Housing Department.
  7. Full names (in English), dates of birth, and HKID numbers of all family members residing with the employer (Passport numbers or birth certificate numbers are also acceptable if HKID is not available.)
  8. Employing a helper for parents/relatives:
    • Proof of relationship (e.g., birth certificate, marriage certificate)
    • A signed Letter of Guarantee committing to full financial responsibility for the helper’s employment
  • Existing domestic helper in the household:
    • Copy of helper’s HKID and passport
    • Current employment contract


Additional Requirements for Joint Employers:

If one party acts as an employer but lacks income proof, the other party must provide the following:  

  1. Copy of the latest Tax Demand Note; and  
  2. Copy of the Marriage Certificate (or, if unavailable, the Birth Certificate of children as proof of marital relationship); or  
  3. Copy of the Birth Certificate (to verify parent-child relationship).

Domestic Helper Application Process

 Important Notes for Employers of Foreign Domestic Helpers (FDH): 

 

  1. Accommodation:
    • Provide live-in accommodation at your residence during the contract.
    • Ensure suitable living space with reasonable privacy.

  1. Employer Responsibilities:
    • Minimum wage: At least HK$4,990/month.
    • Rest days: At least 1 rest day per week.
    • Leave entitlements:
      • 14 statutory holidays/year
      • 7 days paid annual leave/year
    • Medical care:
      • Free treatment for illness/injury (work-related or not)
      • Sickness allowance when applicable
    • Insurance: Must provide statutory labor insurance.
    • Additional benefits:
      • Free return flight (after contract completion)
      • Food & travel allowance
      • Severance/Long Service Payment (if eligible)


Key Reminder: Employers must comply with all legal requirements to ensure fair treatment of FDHs.
